A flurry of activity this week showcased a series of summits, cartel hand-overs, and the imposition of Mexico’s own tariffs, each of which stood out on its own in the struggle to fend off US tariff threats. Every one of these items is a step in the carefully choreographed negotiation between the administrations of Donald Trump and Claudia Sheinbaum.

Look closer and each move also plays its part in the grander domestic scheme. Trump is a challenge, but he’s also an opportunity for the Sheinbaum administration. Believe it or not, these international negotiations are simultaneously easing the implementation of policies as disparate as the judicial reform, Mexican industrial policy, and the way to war against organized crime is waged.
