The name Manuel Bartlett is synonymous to election fraud and one-party rule in Mexico. He is said to have orchestrated the rigged election of 1988 which deprived the Mexican left of the presidency 30 years before it eventually rose to power. One might expect Bartlett to be a name relegated to the annals of political boogiemen, yet today his name decorates the letterheads of the Federal Energy Commission’s (CFE) stationery.
