A fellow traveller in the progressive cause of the government of Claudia Sheinbaum, the main author of this document, Mariana Mazzucato—a professor of economics at UCL and creator of the concept of the “entrepreneurial State”—is no less eagle-eyed about the deficiencies of Mexico’s government. Mazzucato and her coauthor, Lara Merling, propose nothing less than the transformation the Mexican State if it has any chance of transforming the economy.
